Use this process for:
- New single-family homes
- Residential additions and remodeling
- Garages and accessory structures
- Other residential projects requiring a building permit
The Pikes Peak Regional Building Department, or PPRBD, issues building permits and performs building inspections. Black Forest Fire Rescue reviews applicable impact-fee and Colorado Wildfire Resiliency Code requirements.
IMPORTANT: PERMIT HOLD
PPRBD cannot issue the building permit until all applicable BFFR requirements have been completed. This includes payment of the impact fee and CWRC fee, submission of required forms and documents, and completion of any required BFFR reviews, inspections, or corrections.
Residential Project Process
Step 1: Start With PPRBD
Use PPRBD’s project guide to determine whether your project requires a permit or plan review.

Step 2: Determine Which BFFR Requirements Apply
Depending on the property and scope of work, the project may require:
- An impact-fee assessment
- Colorado Wildfire Resiliency Code review
- Fire apparatus access, driveway, or turnaround requirements
- Address identification
- Firefighting water supply
- A cistern or dry hydrant
- Additional fire-code review
Complete the applicable BFFR processes before expecting the building permit to be issued.
Impact Fee Requirements
Impact fees apply to qualifying new residential development within the Black Forest Fire Rescue Protection District.
Submit the Required Documents
Submit the following to BFFR:
- A completed BFFRPD Impact Fee Submittal Form
- Complete building floor plans
- Total finished above-grade livable space
- PPRBD permit or project number
- Applicant, builder, or contractor contact information
SUBMIT IMPACT-FEE DOCUMENTATION
BFFR will review the plans, verify the applicable square footage, calculate the impact fee, and email an invoice. Applicants should not calculate or submit payment independently.
Pay the Impact Fee
Use the secure Pay now option included in the emailed invoice. Payment may also be made by check. A separate check is required for each house or project and should include the project address and permit number.
The impact fee must be paid in full before BFFR will approve the project for permit issuance.

Colorado Wildfire Resiliency Code Requirements
The Colorado Wildfire Resiliency Code, or CWRC, may apply to new homes and certain additions, roofing, siding, decks, fencing, accessory structures, and other exterior projects.
Applicability is based on the property’s location, mapped fire-intensity classification, and scope of work.
Complete the Required CWRC Form
Homeowners acting as their own contractor, builders, developers, and contractors must complete and return the CWRC Contractor Compliance Form for every applicable permit. Sections that do not apply to the project may be marked N/A.

The compliance form does not replace any field inspection required by BFFR.
Review Project Requirements
Review the inspection process, material guidance, contractor checklist, and other project documents before ordering exterior materials or beginning construction.
VIEW CWRC BUILDER AND CONTRACTOR DOCUMENTS
Pay the CWRC Fee and Complete Required Review
BFFR will determine the applicable CWRC classification, requirements, inspections, and fee. An invoice will be emailed to the applicant or contractor.
BFFR will not release the permit until:
- The completed CWRC Contractor Compliance Form has been received
- The applicable CWRC fee has been paid in full
- Any items marked for BFFR review have been resolved
- Required inspections or corrections have been completed
- All other applicable BFFR requirements have been satisfied
New-home construction subject to the CWRC requires an initial education and planning inspection and a final inspection before Certificate of Occupancy processing.
BFFR Permit Clearance
After all applicable impact-fee and CWRC requirements have been completed, BFFR will provide its approval through PPRBD.
The building permit may be issued only after BFFR and all other reviewing agencies have completed their requirements.
Do not begin construction until PPRBD has issued the building permit.
Construction and Inspections
After the permit has been issued, schedule required building inspections through PPRBD and required CWRC inspections through BFFR.
