Impact Fee Process for Builders and Developers

Impact fees apply to qualifying new development within the Black Forest Fire/Rescue Protection District. Builders and developers cannot calculate or pay the fee before a building permit has been issued. Black Forest Fire Rescue calculates each fee using the applicable square footage and the District’s adopted impact fee schedule.

Step 1: Apply for Your Building Permit

Submit your project and building permit application through the Pikes Peak Regional Building Department.

Black Forest Fire Rescue does not issue building permits.

Step 2: Receive Your Building Permit

Pikes Peak Regional Building Department must issue the building permit before Black Forest Fire Rescue can collect the impact fee.

This timing is required by C.R.S. § 32-1-1002(1)(d.5)(VI), which states that a fire protection district may not collect an impact fee before the approving local government issues the building permit.

Step 3: Project Information Is Provided to BFFR

After the permit is issued, Pikes Peak Regional Building Department provides Black Forest Fire Rescue with the information needed to assess the impact fee, including:

  • Building permit number
  • Project address
  • Type of development
  • Applicable square footage
  • Applicant or developer contact information

Please make sure the contact information associated with your permit is accurate.

Step 4: BFFR Calculates the Impact Fee

Black Forest Fire Rescue applies the District’s adopted impact fee schedule to the applicable square footage provided by the Building Department.

Builders, developers, and property owners cannot determine the final impact fee themselves. BFFR must complete the official calculation.

Step 5: BFFR Sends an Invoice

Once the fee has been calculated, BFFR will email an individual QuickBooks invoice to the applicant or developer listed for the project.

The invoice will include:

  • Building permit number
  • Project information
  • Impact fee amount
  • Applicable statutory and District resolution information
  • Secure online payment options

Because every fee must be connected to a specific project and permit, BFFR does not use a general impact-fee payment link.

Step 6: Pay the Impact Fee

Select Pay now on the invoice to pay by:

  • Bank transfer
  • Credit card

Bank transfers do not include a customer fee. Any applicable credit card surcharge will be shown before payment is completed.

Step 7: Receive Payment Confirmation

After the payment has been received and processed, BFFR will provide a paid receipt or written confirmation that the impact fee associated with the permit has been satisfied.

Please keep this confirmation with your project and permit records.

Step 8: Begin Construction

Once the impact fee has been paid and you have received confirmation from Black Forest Fire Rescue, you may begin construction, provided all other permit requirements, approvals, and conditions established by Pikes Peak Regional Building Department have been satisfied.

Have You Received Your Permit but Not an Invoice?

If your building permit has been issued but you have not received an impact fee invoice, first contact the Pikes Peak Regional Building Department at 719-327-2880 to confirm that your permit and project information have been provided to Black Forest Fire Rescue.
