Impact Fee Process for Builders and Developers

Impact fees apply to qualifying new development within the Black Forest Fire/Rescue Protection District. The applicable impact fee must be assessed and paid in full before Black Forest Fire Rescue will provide its approval for the Pikes Peak Regional Building Department to issue the building permit.

Step 1: Apply for Your Building Permit

Submit your project and building permit application through the Pikes Peak Regional Building Department.

Black Forest Fire Rescue does not issue building permits.

Step 2: Submit the Required Information to BFFR

For new residential permits, submit the following information to Black Forest Fire Rescue:

  • A completed BFFRPD Impact Fee Form
  • A copy of the building floor plans
  • The total finished above-grade livable space, stated in square feet
  • Floor plans that clearly identify all areas included in the finished above-grade livable-space calculation

Please ensure the information submitted matches the project associated with the permit application. Incomplete or unclear documentation may delay the assessment of your impact fee.

Step 3: BFFR Calculates the Impact Fee

Black Forest Fire Rescue will review the submitted plans and calculate the applicable fee using the finished above-grade livable square footage and the District’s adopted impact fee schedule.

Builders, developers, and property owners should not calculate or submit payment independently. BFFR will determine the amount due and issue an invoice.

Step 4: Pay the Impact Fee

Select Pay now on the invoice to pay by:

  • Bank transfer
  • Credit card

Bank transfers do not include a customer fee. Any applicable credit card surcharge will be displayed before the payment is completed.

Payment may also be made by check. A separate check is required for each house or project. Please include the project address and permit number on the check remittance stub or accompanying documentation.

The impact fee must be paid in full before BFFR will provide its approval for RBD to issue the building permit.

Step 5: BFFR Provides Permit Approval

After payment has been received and processed, BFFR will complete its approval of the project through the Pikes Peak Regional Building Department.

BFFR will also provide a paid receipt or written confirmation that the impact fee associated with the project has been satisfied. Please keep this confirmation with your project and permit records.

Step 6: Receive Your Building Permit

After BFFR has completed its approval, RBD can continue processing the building permit. The permit will be issued once all other applicable reviews, approvals, fees, and requirements have been completed.

Black Forest Fire Rescue does not issue building permits.

Step 7: Begin Construction

Construction may begin only after the Pikes Peak Regional Building Department has issued the building permit and all other applicable permit requirements and conditions have been satisfied.

Have You Submitted Your Information but Not Received an Invoice?

If you submitted the required plans and project information to Black Forest Fire Rescue but have not received an impact fee invoice, contact BFFR at admin@bffire.org or 719-495-4300.

Please include the following information:

  • Project address
  • RBD permit or project number
  • Applicant or developer’s name
  • Date the information was submitted

The impact fee must be assessed and paid before BFFR can complete its approval for permit issuance.
