Impact Fee Process

NOTICE:

Black Forest Fire Rescue is currently updating our software to streamline the submission and processing of impact fees. During this transition, we are unable to process impact fee submissions. Please expect a two-week delay for all impact fee processing. We apologize for the inconvenience and appreciate your patience as we make these improvements.

Residential Impact Fees

Black Forest Fire Rescue assesses a one-time impact fee on qualifying residential development to help fund additional fire stations, apparatus, and other eligible capital facilities needed to serve growth.

BFFR assesses impact fees under C.R.S. § 32-1-1002(1)(d.5), which authorizes fire protection districts to impose impact fees on qualifying new development to fund eligible capital facilities needed to serve growth.

How We Calculate Your Fee

The residential impact fee is $1.94 per square foot of above-grade finished living area, excluding garages and outbuildings.

For example, 3,000 square feet of qualifying living area results in a $5,820 impact fee before any approved credits.

Building plans must clearly identify the finished living area included in the square-footage total. Identify walkout basements and partially above-grade areas separately so BFFR can confirm the applicable calculation.

BFFR will confirm the applicable square footage, determine the final amount due, and issue an invoice. Builders, developers, and property owners should wait for that invoice before submitting payment.

Invoicing and Payment

BFFR may review plans and provide an estimate before permit issuance. BFFR does not collect impact fees before the approving local government issues the building permit.

After permit issuance is confirmed and the fee is calculated, BFFR will send an itemized invoice. Please wait for your invoice before submitting payment.

Payment options:

  • ACH bank transfer: Select Pay now on your invoice to pay by bank transfer. There is no customer fee.
  • Check: Pay by check with no processing fee. A separate check is required for each house or project. Please include the invoice number, project address, and permit number with your payment.
  • Credit card: Reply to your invoice email to request payment by credit card. BFFR will send an updated invoice that includes a 2% credit card processing fee, per Colorado statute C.R.S. § 5-2-212.

Checks may be mailed or delivered to:

Black Forest Fire Rescue
11445 Teachout Road
Colorado Springs, CO 80908

BFFR will issue a receipt and update its records after payment is received. Please keep your receipt with your project documents.

Permit Review and Inspections

Impact-fee billing is handled separately from fire-code review and inspections. All applicable fire-code requirements and inspections still apply.

If you believe your project is exempt or your invoice is incorrect, contact BFFR with your project address, permit number, and supporting information. Applicable exclusions, prior payments, and approved credits will be considered during review.
